Satsuke (サツケ) (also known as the Bicycle Police Officer) is a young, slightly on edge police officer. He makes his first appearance in Chapter 3 (Episode 2) and again in Chapter 15 when he reports Rachnera's location in the warehouse.
He later appears in Chapter 23, recieving a report that someone heard a scream (Miia's) in the park at night, and again in Chapter 28, where he encounters Papi's Mother.
Appearance[]
He is a young human man with slightly longer hair than Kimihito, and his eyes are exaggerated in a shocked, nervous manner.
Personality[]
He is very grateful to Papi when she rescues a little girl, but does his job and questions Kimihito for certification that he is Papi's host, which also shows that he is competent, as he does not rely solely on a verbal statement for such an important matter. He seems respectful and kind to Liminal people and only behaves strictly towards them when his job requires it.
Despite his job, he can easily get scared under the right circumstances, such as searching the warehouse where Rachnera was hiding or finding Kimihito in the Sakanoshita Park with Lala's severed head. In the latter case, the police officer completely lost his composure in horror when he mistakenly thought Kimihito was a crazy serial killer, so he looks more like someone who is good at arresting minor criminals, but less so when he is confronted with a really dangerous criminal. But even if he's afraid of something scary, he always does his duty as a police officer to check the matter if there's a suspicion of something criminal or dangerous, which shows that he takes his responsibility to ensure the safety of ordinary citizens very seriously, even if he's not always the bravest.

- Atheletic Ability: Because his patrol requires him to use a bicycle he has some physical ability. He has enough stamina to keep up with a harpy that is in flight.
- Law Enforcement Training
- Marksmanship: His job requires him to carry a firearm and he is most likely trained to use it if the situation warrants. His sidearm appears to be a .38 Special Snub Nose Revolver.
- Legal Knowledge: As a police officer he has knowledge of what laws need to be enforced. He is well versed with the Cultural Exchange Laws to the point that Kimihito could not fool him about Papi's legal status without Smith's intervention.

The bicycle police officer is an unnamed young policeman who makes his patrols on his bicycle way before the series begins.
Plot[]
First encounter with the protagonists[]

The police officer thanks Papi for saving the girl.
The Bicycle Police Officer makes his first appearance in the series in Chapter 3 when he arrives at Sakanoshita Park after receiving a call that one of the Neighborhood Kids was stuck up in a tall tree, but by the time he arrives at the scene, Papi, who was accompanied by Miia and Kimihito, has already rescued the girl. The police officer thanks Papi for her help, but since she and Miia are Liminals, he asks if they are Interspecies Exchange students and where their host families are. While Miia was safe, since she was accompanied by Kimihito, however, this questioning threatened to become problematic for Papi because since Kimihito was not yet her host at that time, the police officer would have had to take her into custody according to his duty and she might have been deported later because she had walked around outside unaccompanied by her host family.
In order to protect Papi, Kimihito claimed to the police officer that he was the host of both Miia and Papi, but the policeman doest not rely solely with a verbal statement, but demanded that Kimihito show him Papi's ID card for full confirmation. This sent the three of them into a panic, as it would inevitably come out that Kimihito was not Papi's host, which would have gotten him into trouble as well, as he had lied to a policeman. Fortunately, however, the dicey situation was solved the next moment by the sudden appearance of Ms Smith, who presented the police officer an ID card from Papi on which Kimihito was named as her host.[1]
Incident with Rachnera[]

The police officer made his next appearance when he checked a warehouse at night after receiving a report of suspicious noises coming from this place. Unbeknownst to the policeman, these noises had been caused by Rachnera who had taken Kimihito as a hostage. While the police officer, frightened by the darkness, looked around with a flashlight, he did not notice the two, however, because Rachnera was hiding on top of the roof beams with Kimihito. When the bound and gagged Kimihito uttered a few incomprehensible words, the police officer almost spotted Rachnera when he he held up his his flashlight in fright, but the Arachne was just able to duck to the side.

Eventually, the Bicycle Police Officer seemed to have lost his nerve and fled the warehouse for fear of the dark. In reality, however, he contacted the police and the MON-team, who then surrounded the warehouse and cut off Rachnera's escape opportunities. The police officer seemed a little unsure when Doppel thanked him for his report, presumably because he was nervous about the sight of her naked body. Fortunately, the situation could be solved without any negative consequences for Rachnera. When the MON team left, the police officer was briefly startled at the sight of Manako's single eye.[2]
Incident with Kimihito & Lala's head[]

When the Bicycle Police Officer hears a report of screaming in Sakanoshita Park one night - caused by Miia due to her horror at the sight of Lala's head - the Police Officer goes to investigate. Kimihito, Miia, Papi, Mero and Centorea had gone in search of Lala's head during the night to reunite her with her body. When the police officer discovers Kimihito with Lala's head in his hands, he panics because he doesn't know anything about Dullahans and doesn't realize that Lala's head is alive and points his gun at Kimihito, mistakenly thinking he is a psycho killer. The unpleasant situation is 'solved' when Papi, since she can't see in the dark, accidentally crashes into the back of the police officer's head in flight and knocks him unconscious.[3]
Incident with Papi's mother[]

The police officer is shocked by Papi's mother's question about mating with him.
Some time later, the police officer sees Papi's mother chasing Kimihito and Papi through Tokyo, whereupon he rushes after her on his bike and confronts her because she is chasing a Japanese civilian. He also asks where her host family is, because he doesn't know that Papi's mother is not an Interspecies Exchange student. Confused that he is interfering, Papi's mother ends up in front of the police officer (accidentally throwing him off his bike), pulls her skirt up and wonders if he wants to mate with her. Shocked and outraged, the police officer clarifies that that is a violation of public order and standards of denency, although Papi's mother doesn't understand what that is.
Shortly afterwards, when Papi's mother flies half-naked through Tokyo after the misunderstanding between her, her daughter and Kimihito has been clarified, she is pursued again by the Bicycle Police Officer. An omake of Volume 7 reveals that he took her into custody and took her to the police station, although she had no consequences there because the police chief is her husband. It is not known whether the police officer has ever found out that he has taken his boss's wife into custody.[4]
Arrest of the Orc Leader[]

As the police officer walks through Tokyo, he becomes aware of a crying girl who claims that she has lost her wallet. Dutifully, the policeman immediately agrees to help and sprints in the direction in which the girl claims to have lost her wallet. What the policeman didn't know, however, was that the 'child' was actually Lilith and that the lost wallet was just a lie to lure him away while she had stolen his own wallet at the same time. It can be assumed that the policeman noticed the theft later, although it is not shown in the chapter.

The Orc Leader talks about 'scary girls', much to the policeman's confusion.
Later in the same chapter, after Doppel confronts the Orc Leader and traumatizes him with one of her transformations from a little girl to a terrifying monster, she and Kimihito hand the Orc over to the Bicycle Police Officer. The policeman then hands over the criminal Orc to Liz and Kinu, as the two TALIO argents had been tasked from the beginning to arrest the Orc Leader. At the handover, the police officer was confused by the traumatized criminal's anxious stammering about 'scary girls'.[5]

After that, he Bicycle Police Officer then made only a brief cameo appearance in the series when he witnessed Nega-Suu's emergence from the river during a morning patrol on a particularly foggy day, which led to rumors of a 'Nessie Monster' in the city. The sight of the huge Black Slime horrified the police officer to the core.[6]
Trivia[]
- While the character initially had no name, Okayado accepted the name "Satsuke" (an allusion to the Japanese police "Keisatsu") after reading the name from the community forums.
- In the official translation of Chapter 40, the policeman briefly refers to himself as 'Officer Friendly' when he talks to Lilith, although this is probably more of a self-imposed nickname than an indication that his last name is 'Friendly'.
- It has been revealed that the officer looks extremely similar to The Eight Brothers without his hat and that he was originally meant to be a cameo by one of the brothers but he grew to become his own character.
- The Officer's popularity in the anime/manga fandom is such that, following the release of the anime series, fan art from various sources began featuring the Officer as the unwitting Home Stay host to six belligerent monster girls (a Wyvern, an Echidna, a Large Arachne Breed, a Shark Mermaid, a Backbeard, and a Black Slime) and the resulting hijinks the members get up to. Fan arts that follow this "storyline" have come to be called the Everyday Life With Bicycle Cop series (also known as the Bike Cop Harem series).
- Although the Officer in Chapter 23 mistakenly believed that Kimihito was a murderer (because Kimihito was holding Lala's head), he never filed a notification against Kimihito or mentioned the incident again. It is possible that after Papi accidentally knocked him unconscious, the Officer could not remember the incident or believed he was just imagining it. It is also likely that Ms Smith cleared up the misunderstanding with the police after Kimihito told her about the events.
- Due to the very strict gun laws in Japan, only specialized police officers and the military are legally allowed to carry firearms. For this reason, the scene in Chapter 23 in which the Bicycle Police Officer points a pistol at Kimihito seems strange, because Japanese standard police officers are only allowed to use disciplined, non lethal-force such as trancheons or karate when arresting criminals, but not firearms. The chapter even states this itself, since in the scene when the police officer confronts Kimihito a side note points out that it is not standard procedure for Japanese policemen to carry firearms.
- Ironically, since the Police Chief is the father of Papi and the husband of her mother, this means that in Chapter 3 and in chapter 28 when the police officer meet Papi and confronts Papi's Mother, he almost unknowingly deported his chief's daughter and wife.
- The Bicycle Police Officer has not appeared in the manga series since Chapter 52, not even as a cameo.
