The Liminal Employment Pilot Program was a test case by the Japanese government, which was another part of the Interpecies Cultural Exchange Program. The purpose of the Pilot Program was to expand the Liminal presence in the workforce, because although Liminals were already able to work part-time, in the future it should also be possible for Liminals to work in companies or even start their own businesses.
In order to find out how one can best fit Liminals into the human working environment, several companies made themselves available to take on a Liminal as a worker for a day. Ms Smith decided to recruit the seven girls from Kimihito's household for the Pilot Program, partly because the Kurusu House was the only place she knew of that housed so many different types of Liminals. That being said, she also assigned the girls from the Monster Ops: Neutralization task force to join them.[1]

- Kimihito remembers his experiences at the Sno Ball Hot Spring Resort during his visit to Bar Zetto N, which confirms that the events of the Pilot Program took place chronologically between Volume 16 and Volume 17.[2]
